Thermal scanners detect fever, not COVID-19
Thermal scanners can detect people who have a fever, which can be due to COVID-19. However, not everyone who gets COVID-19 develops a fever. 
Thermal scanners also cannot detect people who are infected but not yet sick with fever. This is because it takes 2 to 10 days for people infected with COVID-19 to develop fever.
